Rick Hancock

Rick Hancock is a Florida native who along with his wife, Donna, have resided in Dunnellon for eighteen years following his retirement. The Hancock’s have a son and daughter, and four grandchildren.

Hancock has earned a Bachelor’s Degree in Health Care Administration and Liberal Arts from the University of Central Florida, as well as an Associate Degree in Business Administration from Miami Dade Community College.

With thirty years’ experience in the hotel industry, Hancock has served as Vice-President, Director of Operations for Carnival Hotels, Resorts and Casinos. Previously, he was Vice-President / Asset Manager for CHC Lease Partners, Inc. Hancock has held several senior executive positions with Marriott Hotels and Resorts, including Regional Controller for the Northeast Region, and hotel General Manager positions.

Rick has participated in numerous civic and charitable organizations. He was elected to serve as the first Chairman of the Greater Miami and the Beaches Hotel Association. Hancock also served on the Board of the Greater Miami Convention and Visitors Bureau. He was instrumental in establishing the Visitor Industry Council, serving as the first Vice-Chairman, to promote minority scholarship and mentorship programs, and to encourage minority managerial and entrepreneurial opportunity within the hotel industry.

In Dunnellon, Rick currently serves as Vice-Mayor, serving for the second time on Dunnellon City Council. In the interest of serving all residents, Hancock supports a thorough analysis of public opportunities, while keeping all stakeholders fully informed. He works to increase public communication and provide more opportunity for positive interaction with residents and local business.

While serving on City Council, Rick has led efforts to re-finance more acceptable long term loans, and pursue wastewater utility grant funding to reduce debt. Rick has improved public budget processes, and initiated thorough financial analysis to improve public decision-making. Hancock worked with citizens to develop a formal annexation process, and formal grant application process. He led efforts to make better use of city assets and real estate, and to institute a city manager form of government.

As a governor appointee, Rick has served as a State of Florida Long-term Care Ombudsman for the five county Withlacoochee Region. As Ombudsman, Rick helped to resolve resident complaints, performed facility inspections, and promoted improvements in long-term care on behalf of all residents.

Hancock has also served as Chairman of the Dunnellon City Planning Commission, a board member for Habitat for Humanity, and Dunnellon Main Street Program.
