CITY OF DUNNELLON UPDATED NOTICE OF 2019 AND NEW 2020 CRA MEETING SCHEDULE
The City of Dunnellon Community Redevelopment Agency (CRA) meets quarterly at 5:00 p.m. on the 2nd Monday of the second month of the quarter in the City Council Chambers, City Hall, 20750 River Drive, Dunnellon, Florida, unless otherwise noticed in accordance with Florida Law.  The CRA may hold a workshop on the Wednesday prior to the Monday meeting as needed.  Agenda requests and supporting materials must be submitted before 12:00 p.m. on the Thursday two weeks prior to the meeting date.  All meetings are open to the public.

The City of Dunnellon CRA will meet on the following 2019 and 2020 dates and times as needed, unless noticed otherwise in accordance with Florida Law:

August 12, 2019 5:00 p.m.
November 12, 2019 5:00 p.m.

February 10, 2020 5:00 p.m.

BY THE PLANNING COMMISSION OF THE CITY OF DUNNELLON, FLORIDA, SERVING AS THE LOCAL PLANNING AGENCY OF THE CITY OF DUNNELLON, FLORIDA, NOTICE IS HEREBY GIVEN that, pursuant to Chapter 163, Florida Statutes, and Section 94-37 of the City of Dunnellon Land Development Regulations, comments, objections and recommendations regarding the proposed text amendment to the City of Dunnellon Comprehensive plan will be heard by the Planning Commission of the City of Dunnellon, Florida, at a public hearing on Tuesday, June 18, 2019 at 5:30 p.m., or as soon thereafter as this matter can be heard, in the City Council Chamber, City Hall, located at 20750 River Drive, Dunnellon, Florida.

AN ORDINANCE OF THE CITY OF DUNNELLON, MARION COUNTY, FLORIDA; PROVIDING FOR AN AMENDMENT TO THE COMPREHENSIVE PLAN BY AMENDING POLICIES 3.3 AND 3.4 OF THE TRANSPORTATION ELEMENT TO REFLECT THAT NEW LIMITED ACCESS FACILITIES, TOLL ROADS AND/OR TURNPIKE PROJECTS LOCATED WITHIN THE CONSERVATION, AGRICULTURE, AND RECREATION FUTURE LAND USE CLASSIFICATIONS ARE NOT CONSISTENT WITH THE COMPREHENSIVE PLAN AND WOULD INFRINGE ON THE PROTECTION OF THE PUBLIC HEALTH, SAFETY, AND WELFARE; RENUMBERING SUBSEQUENT POLICIES; PROVIDING DIRECTIONS TO THE CITY CLERK; PROVIDING FOR CONFLICTING ORDINANCES; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.

At the aforementioned public hearing, all interested parties may appear and be heard with respect to the proposed text amendment to the City's Comprehensive Plan.  These public hearings may be continued to one or more future dates.

OFFICE OF EMERGENCY MANAGEMENT - SEVERE WEATHER REPORT
Damaging wind gusts, small hail, frequent lightning, heavy downpours and isolated tornadoes will be possible with the strongest storms.

Seek shelter from lightning, either in a sound structure or vehicle.  Pay attention to alerts and warnings.  "When thunder roars, go indoors!"

Remember the 30/30 lightning safety rule:  Go indoors if, after seeing lightning, you cannot count to 30 before hearing thunder.  Stay indoors for 30 minutes after hearing the last clap of thunder.

AN ORDINANCE OF THE CITY OF DUNNELLON, FLORIDA; AMENDING APPENDIX ‘A’ ZONING OF THE DUNNELLON CODE OF ORDINANCES, SECTION 6.3, ENTITLED ZONING MAPS, REZONING 0.63+/- ACRES LEGALLY DESCRIBED ON THE MARION COUNTY TAX ROLLS AS PARCEL NUMBER 3381-004-003 AND MORE PARTICULARLY DESCRIBED AS SEC 35, TWP 16, RGE 18, PLAT BOOK D, PAGE 037, MINNETRISTA, BLOCK 4, LOTS 3 TO 10 & S 100 FT OF LOTS 1 AND 2, FROM (B-5) WHOLESALE BUSINESS TO (B-3) CENTRAL BUSINESS; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE REPEAL OF INCONSISTENT ORDINANCES; AND PROVIDING AN EFFECTIVE DATE.

City of Dunnellon & AARP Foundation Senior Community Service Employment Program
The City of Dunnellon, in partnership with the AARP Foundation Senior Community Service Employment Program, is seeking eligible individuals to participate in the program for placements within the City of Dunnellon for both City Beach attendant and administrative office work.  The AARP Foundation employs eligible senior job seekers with local nonprofits and public agencies. Participants work an average of 20 hours per week and may also receive supportive services and skills training.   To participate, you must be age 55 or older, unemployed and have limited income.  Interested individuals please contact City Hall by emailing or call Mandy Roberts at 352-465-8500 for further information.

The City of Dunnellon Planning Commission will hold a quasi-judicial public hearing for recommendation to the City Council regarding adoption of Ordinance #ORD2019-02, Amending Appendix ‘A’ Zoning of the Dunnellon Code of Ordinances, Section 6.3, entitled Zoning Maps, Rezoning 0.63 acres legally described on the Marion County tax rolls as parcel number 3381-004-003 and more particularly described as Section 35, Township 16, Range 18, Plat Book D, Page 037, Minnetrista, Block 4, Lots 3 to 10 & South 100 ft of Lots 1.2, from (B-5) Wholesale Business to (B-3) Central Business. The public hearing will be held at Dunnellon City Hall, 20750 River Drive, Dunnellon, FL 34431, on Tuesday, March 19, 2019, at 5:30 p.m., or as soon thereafter as can be heard. If necessary, this public hearing may be continued to a time and date certain by announcement at the scheduled hearing without any further written notice.

The application, filed under application number PZ1819-021, submitted by the City of Dunnellon, together with any back-up materials may be reviewed during normal business hours 7:00 a.m. to 6:00 p.m., Monday - Thursday at Dunnellon City Hall.  For further information please contact the Community Development Department at (352) 465-8500, ext. 1010.

The Dunnellon City Council encourages any resident of Dunnellon that would like to be considered for appointment to City Council Seat #5, as outlined in the City’s Charter to replace resigning Councilmember Rick Hancock, obtain an application and submit same along with a resume of qualifications to the City Clerk’s office at 20750 River Drive, Dunnellon, FL 34431 no later than 12:00 p.m. on Thursday, February 28th.   Applicants must meet the requirements of the City’s Charter, which requires that the applicant reside within the corporate limits of the City of Dunnellon and is a qualified elector of the City.  To be a qualified elector, the Charter states: “An applicant must possess the qualifications requisite for an elector at general state elections and shall have resided in said City of Dunnellon, Florida, for six months next preceding the election and shall have registered in the municipal registration books.” 

The City Council encourages all interested parties to apply.  However, City Council will be reviewing resumes for qualifications that would be an asset to the City Council.  For example, applicants with a financial background, governmental experience, etc.  

The City Council will review all applications during a Special City Council Meeting on Wednesday, March 6, 2019 at 4:30 p.m., and will consider appointing one of the applicants during this meeting.

FLORIDA HOLDING PUBLIC MEETINGS TO GATHER INPUT ON AQUATIC PLANT MANAGEMENT

The Florida Fish and Wildlife conservation Commission (FWC) is holding several public meetings to gather community input about the agency's aquatic plant herbicide treatment program.

These meetings will provide the public with an opportunity to provide feedback about management activities on Florida water bodies during 12 months.

The meetings will be held at the following times and locations (all meetings are from 5:30 p.m. to 8:30 p.m. local time):
  • Feb. 6 - Kissimmee: County Commission Chambers, fourth-floor Osceola County Administration Building, 1 Courthouse Square
  • Feb. 7 - Okeechobee: Okeechobee County Civic Center, 1750 U.S. Highway 98N.

In an effort to improve customer service and expand the City’s operational hours for customers to have more flexibility in which to conduct business with the City, our hours of operation will change effective October 1, 2018. City Hall will be open to the public from 7:00 a.m. until 6:00 p.m. Monday through Thursday and will be closed on Fridays. This provides the opportunity for many of our customers to have access to City staff prior to and after their own normal work hours. This will also provide contractors the added advantage to meet with our Community Development staff as they usually begin their day earlier than most. As always, an after hours contact number will still be available to the public for emergency needs related to our Public Works Department.

Major Function:
Under the general direction of the Streets and Roads Public Services Supervisor this position maintains cleanliness and general maintenance of the facilities at the City Beach and other park facilities. Work is reviewed through direct observation and through evaluation of results obtained. Perform other work as requested. Weekend work is required.

Essential Job Functions:
1. Helps enforce beach area rules and regulations and maintains order. Communicates with the public in a clear, courteous manner to insure understanding and enforcement of facility rules and regulations.

2. Maintains restroom and picnic areas, checks these areas for cleanliness and usability. Keep grounds clean and free of trash. Ensure that restrooms are thoroughly cleaned daily and are supplied with paper products as needed.

3. Collects daily admission fees to swimming area. Is responsible for money collected and turns money in to the Public Services office daily. Receives receipt of money turned in and keeps daily log of totals.

4. Unlocks and cleans the restrooms each morning located at Ernie Mills Park and the Boat Ramp. Also ensures that there is sufficient paper products placed in each restroom.

Nonessential Job Functions:
1. May need to call for police or emergency medical help if circumstances require such assistance.

2. Provides additional minor maintenance as required.

Physical completion of each essential job function:
1. Visually watches over beach and picnic areas to detect violators of beach area rules and regulations. Advises violators of the rules and asks them to adhere to the rules. If person(s) fail to comply with request, contact Police Department by cell phone provided and request assistance. Does not become engaged in a verbal dispute with anyone.

2. Visually or audibly identifies rowdy or unruly patrons. Assesses the situation and identifies the most appropriate method to handle the situation.

Work Environment:
1. Duties are performed at the City’s Public Beach facility.

2. Usually works alone. Has support of the Public Works Department and Police Department personnel during the week and the Police Department personnel during the weekend.

3. Utilizes cell phone for communication.

4. Performs assigned tasks in all weather conditions. If weather is unsafe for swimming due to lightening, strong rains, or wind, beach attendant maybe asked to secure the beach and leave early.

Customer Service:
Has direct contact with the public, usually in person. Must communicate clearly and courteously to the public and with fellow employees.

Minimum Experience/Skills:
One year minimum experience dealing with the general public/customer service preferred; or an equivalent combination of training and experience, which provides the required knowledge, abilities, and skills.

Minimum Qualifications:
Must have the ability to count money and make change. Must be able to stand for and work for long periods of time and be able to work in the outdoor heat during the summer months. Must be able to lift approximately 25 lbs in order to empty trash cans, remove tree limbs and debris from beach area and transport to dumpster in upper parking lot. Must be able to communicate clearly and concisely both orally and in writing. Must be able to establish and maintain an effective relationship with the public as well as with fellow employees.

Required Dress:
Uniforms and equipment as supplied by the City. Hard soled, leather work shoes provided by the employee. No sandals or flip flops.

The project will involve the following grant funded activities:

  • The interconnection of the City of Dunnellon potable water system and the Rainbow Springs potable water system, both of which are owned by the City of Dunnellon;
  • The looping of two dead end water lines.  The first line located at the southwest corner of the intersection of Brooks Street and Creeks Avenue.  The second is located approximately 140’ south of SW 11th Place behind the strip shopping center located on the east side of US Highway 41, between Brooks Street and SW 11th Place.  Looping the water lines will involve the installation of approximately 600 linear feet of new water line; and
  • The upgrading of an existing lift station located on the northeast corner of the parcel of property located on the southeast corner of the intersection of Brooks Street and Creeks Avenue.

 

The proposed improvements are required to allow for the development of a Comfort Inn Hotel facility to be located at the southeast corner of Brooks Street and Creeks Avenue within the City of Dunnellon. 

The City of Dunnellon plans to minimize displacement of persons as a result of planned CDBG funded activities; if any persons are displaced as a result of these planned activities, the City of Dunnellon will assist with relocation payments based on uniform act requirements.

A public hearing to provide citizens an opportunity to comment on the application will be held on Monday, August 25, 2014 at 5:30 p.m. or as soon thereafter as possible at the City of Dunnellon City Hall located at 20750 River Drive, Dunnellon, Florida.  A draft copy of the application will be available for review at that time.  A final copy of the application will be made available at the City of Dunnellon, Monday through Friday between the hours of 8:30 a.m. and 4:00 p.m. no more than five (5) working days after August 25, 2014.   The application will be submitted to DEO on or before October 1, 2014.  To obtain additional information concerning the application and the public hearing, contact Dawn M. Pursuant to Section 102 of the HUD Reform Act of 1989, the following disclosures will be submitted to DEO with the application.  The disclosures will be made available by the City of Dunnellon and DEO for public inspection upon request.  These disclosures will be available on and after the date of submission of the application and shall continue to remain available for a minimum period of six years.

  1. Other Government (federal, state, and local) assistance to the project in the form of a gift, grant, loan, guarantee, insurance payment, rebate, subsidy, credit, tax, benefit or any other form of direct or indirect benefits by source and amount;       
  2. The identities and pecuniary interests of all developers, contractors, or consultants involved in the application for assistance or in the planning or development of the project or activity;  
  3. The identities and pecuniary interests of any other persons with a pecuniary interest in the project that can reasonably be expected to exceed $50,000.00 or 10% of the grant request (whichever is lower);
  4. For those developers, contractors, consultants, property owners, or others listed in two (2) or three (3) above which are corporations, or other entities, the identification and pecuniary interest by corporation or entity of each officer,  director, principal stockholder, or other official of the entity; 
  5. The expected sources of all funds to be provided to the project by each of providers of those funds and the amount provided; and
  6. The expected uses of all funds by activities and amount.

FFY 2013 Community Development Block Grant

FIRST PUBLIC HEARING NOTICE

The City of Dunnellon is considering applying to the Florida Department of Economic Opportunity (DEO) for a FFY 2013 Small Cities Community Development Block Grant (CDBG) of up to Six Hundred Fifty Thousand Dollars ($650,000.00).  These funds must be used for one of the following purposes:

  1. To benefit low and moderate income persons;
  2. To aid in the prevention or elimination of slums or blight; or
  3. To meet other community development needs of recent origin having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.

The categories of activities for which these funds may be used are in the areas of housing, neighborhood revitalization, commercial revitalization, or economic development and include such improvement activities as acquisition of real property, loans to private-for-profit business, purchase of machinery and equipment, construction of infrastructure, rehabilitation of houses and commercial buildings, and energy conservation.  Additional information regarding the range of activities that may be undertaken will be provided at the public hearing.  For each activity that is proposed, at least 70% of the funds must benefit low and moderate income persons.

In developing an application for submission to DEO, the City of Dunnellon must plan to minimize displacement of persons as a result of planned CDBG activities.  In addition, the City of Dunnellon is required to develop a plan to assist displaced persons.

     The City of Dunnellon, Florida (the “City”) hereby provides notice, pursuant to section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem special assessments to be levied within the incorporated area of the City, for the cost of providing fire services commencing for the Fiscal Year beginning on October 1, 2014 and continuing until discontinued by the City. Monitoring Requirements Not Met for CITY OF DUNNELLON


Our water system did not fulfill our monitoring requirements over the past year. Even though
this was not an emergency, as our customers, you have a right to know what happened and
what we did to correct the situation.

We are required to monitor your drinking water for specific contaminants on a regular basis.
Results of regular monitoring are an indicator of whether or not our drinking water meets health
standards. During June-September 2012 we did not complete all required monitoring or did not
test according to required methods for lead and copper and, therefore, cannot be sure of the
quality of our drinking water during that time.

We were required to collect lead and copper tap samples. We did not collect some or all of the
required samples.

What should I do?
There is nothing you need to do at this time.

What is being done?
Substitute (make-up) samples will be collected no later than December 31,2012.
We will collect all required samples by December 31,2012.

Public Hearing CDBG Grant
The City of Dunnellon is applying to the Florida Department of Economic Opportunity (DEO) for a grant under the Neighborhood Revitalization category in the amount of $650,000.00 under the FFY 2012 Small Cities Community Development Block Grant (CDBG) program. For each activity that is proposed, at least 70% of the funds must benefit low and moderate income persons. The activities, dollar amounts and estimated percentage benefit to low and moderate income persons for which the City of Dunnellon is applying are:

The project will undertake the construction of a water transmission line from the Marion County water plant at the Dunnellon airport connecting to the City of Dunnellon’s potable water system.

The City of Dunnellon plans to minimize displacement of persons as a result of planned CDBG funded activities; if any persons are displaced as a result of these planned activities, the City of Dunnellon will assist with relocation payments based on uniform act requirements.

A public hearing to provide citizens an opportunity to comment on the application will be held on Monday, September 24, 2012 at 5:30 p.m. or as soon thereafter as possible at the City of Dunnellon City Hall located at 20750 River Drive, Dunnellon, Florida . A draft copy of the application will be available for review at that time. A final copy of the application will be made available at the City of Dunnellon, Monday through Friday between the hours of 8:30 a.m. and 4:00 p.m. no more than five (5) working days after October 1, 2012.
